The logical reason for the round time changes with the Winter update is that smoke grenades are far arguably too powerful on CT side. I'm not saying that the round timer change was good or the right way to go about nerfing smokes, but it happened for a reason. If you want to keep 1:45 you'll want to look at lowering the duration of smoke grenades somewhat, as well as the possibility of changing how they bloom/dissipate and how the edges of smokes work, to remove one way smokes from the ProMod. Don't forget about things such as death cam removal (widely asked for by analysts and pro players) and other various things that could use tweaking, such as inconsistencies with the smoke/debris created by molotovs/grenades on different graphics settings. Basically what I'm saying is you're not going to get a serious ProMod going by changing a few server settings and running workshop maps and the weapon balance mod.
You'll actually need to dedicate time, effort and getting people with expertise into actually making a mod in order to completely change aspects of the game for competitive play.
